  • Is immigration a remedy for depopulating regions? Foreigners in strategic documents of the Łódzkie and Śląskie voivodeships
The Łódzkie and Śląskie voivodeships are among the fastest depopulating areas of Poland. At the same time, intensive labor immigration has been taking place in both regions in recent years, mainly from Ukraine. The article presents the results of research on the responses of local authorities (provincial assemblies) to the increased arrivals of foreigners. The aim was to find out if immigration is a solution to the demographic problems of the regions. The comparative study showed the growing awareness of local government officials about the migration processes, although their reactions to the arrivals of foreigners differ significantly. The authorities of the Lodzkie Voivodship do not see the potential for the development of the region in immigration. Solutions to the decline in population are sought in family policy instruments and in increasing the attractiveness of the region and its labor market. A more complex position is taken by the authorities of the Silesian Voivodeship, which attach greater and greater hopes to the growing economic immigration. It is true that they do not propose activities stimulating the arrival of foreigners, but there are attempts to identify areas of support for immigrants in settling down.

  • Subsistence minimum in the second quarter of 2021
The article presents the values of the subsistence minimum estimated for the conditions in the second quarter of 2021. They take into account the scope and manner of satisfying the needs under normal conditions - thus, new circumstances were not taken into account (Covid-19). There are no studies on changes in household consumption in 2021. If there is a need to change some of the current assumptions, the subsistence minimum value for this period can be recalculated. External conditions for households in the second quarter of 2021 were relatively favorable (e.g. the unemployment rate fell to 5.9% in June). Over the period considered, the overall increase in consumer prices was 1.9%. The subsistence minimum values increased from 2.3% (a single person in retirement age) to 3.2% (a family with a child aged 13 to 15). The main factor behind the increasing values of the subsistence level were the rising prices of food (from 5.8% for parents with a younger child to 6.1% for a family with an older child). This increase was almost three times higher than the food price growth index (2.2%). On the other hand, the dynamics of housing and energy costs was comparable to the CPI value for this group.
