• Ensuring the parties' participation in administrative proceedings - on the example of legal successors of the deceased and unknown from their place of stay. Legal solutions and practical problems of their application
    Providing the parties to administrative proceedings with active participation in them is essential for the protection of their rights, giving the opportunity to influence the correct determination of the facts and the application of substantive and procedural law norms. The breach of this principle constitutes a significant defectiveness of the procedure and the administrative acts issued as a result. Withdrawal from it is possible only on the basis of special provisions due to important public interest. The death of a natural person and the lack of knowledge of the party's whereabouts impose obligations on the authorities conducting the proceedings to identify legal successors of the deceased and to ensure the representation of absent persons. Their implementation requires cooperation with other authorities and entities - domestic or foreign. The key aspect is obtaining information and documents, which, however, faces obstacles resulting from the lack of simple procedures for accessing information resources and language barriers. A significant facilitation are public electronic registers established in EU countries, enabling quick and simple exchange of information and documents. However, direct access to them requires the creation of detailed mechanisms of administrative cooperation. The applicable regulations may pose difficulties in interpretation, exposing the authorities to the accusation of excessive length / inactivity or failure to provide legal successors of the deceased or persons absent with proper representation. The provisions on the succession management of the enterprise and regulating the issues of representation of the deceased and people unknown from their place of stay in a special way constitute a significant facilitation for the conducted proceedings.

    The article presents, supported by an example of the application of the MWW-ROBOKOP multi-purpose mobile vehicle, used for drilling and maintenance of underground mine workings. The multi-functionality of the machine, resulting from the use of interchangeable equipment, allowing for the performance of auxiliary works related to the transport of materials, excavation and haulage of excavated material, reconstruction of suspended monorail routes and development of the support arches was also shown. The effects of the implementation of the device in real working conditions are presented, with the advantages of the newly developed technical solution.
